Understanding cables
Every cable message consists of three parts:

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). International Military Education and Training (IMET) 
sponsored program. Action Request: Post requests that 
Department conduct a name check on these candidates in 
appropriate databases (DRL/PM/EUR/INR) and advise Post 
whether any derogatory information was found. Given the 
relatively senior rank of these candidates, Post requests a 
response no later than September 4 in order to avoid possible 
postponement of their travel/training.
