Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. 1.  PolCouns delivered reftel nonpaper July 16 regarding the 
results of the U.S.)Russia Presidential Summit to MFA 
Director General of Foreign Policy Werner Romero.  He said 
that he would review the information and consult with the 
MFA's European desk officer. 
 
2. When asked if the GOES had given further consideration to 
recognizing Kosovo, Romero noted that they were aware that 
the Dominican Republic and Jordan had recently made public 
announcements recognizing Kosovo. He said that ministry 
staffers had prepared a report to update the Foreign Minister 
regarding the recent announcements, but that the GOES was 
waiting on a decision by the International Court of Justice 
before making a decision.
