Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1. (U) On July 6 we delivered reftel to Linyi Baidal, Deputy 
Director of External Policy in the Costa Rican MFA.  Baidal 
thanked us for the information, and confirmed that Costa Rica 
would be sending a small delegation to the meetings in Rome 
on July 8-9, headed by Vice-Minister of Telecommunications 
Hania Vega. 
 
2. (SBU) Baidal went on to state that as the matter is 
technical in nature, they would work with the Minister and 
her staff to develop Costa Rica's position on the potential 
arbitration.  Baidal confirmed that Vega had already left for 
Italy, however stated that she would pass on the information 
we presented to the Costa Rican Embassy in Rome, to transmit 
to Vega and her staff.
