1. (SBU) Post delivered reftel talking points and Treasury 
Department Advisory June 29 to the Ministry of Foreign Affairs and 
International Cooperation via diplomatic note.  Acting Deputy Chief 
of Mission and Econoff also shared a copy of the diplomatic note 
with Neav Chanthana, Deputy Governor, National Bank of Cambodia 
(NBC), on June 29. 
 
2. (SBU) Neav Chanthana noted that she had not yet received any 
instructions from her government concerning implementation of the 
financial provisions of UNSCR 1874.  She also said that she was not 
aware of any North Korean financial entities active in Cambodia, 
whereas the South Koreans have a significant presence in Cambodia's 
financial sector.  However, she said that she would forward the 
information to the NBC's Financial Intelligence Unit, which is 
responsible for investigating suspicious transactions, and to the 
Banking Supervision Department, which will disseminate the relevant 
information to the commercial banks.
