Understanding cables

  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). (U) On July 7, in response to reftel points, Jim MacKenzie, 
Senior Policy Analyst, International Telecommunications 
Policy, Industry Canada, stated that Canada agrees with the 
United States and will oppose the call for arbitration. 
MacKenzie said Santiago Reyes-Borda, the head of the Canadian 
delegation and Director of International Telecommunications 
Policy and Coordination, has already met with Steve Lett and 
Doug May of the U.S. delegation to express support for the 
U.S. position.
