Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1.  (SBU) Poloff delivered reftel demarche to Oscar Paredes 
Loza, MFA Counselor for Non-EU European Countries, on July 
16.  Paredes said there was no official government opinion on 
the U.S.-Russia Presidential Summit.  He noted that the 
Peru-Russia bilateral relationship is not a foreign policy 
priority for the GOP.  Post will report any further response 
via septel.
