Understanding cables

SUBJECT: EXBS ADVISOR June 09 TO July 09, 2009 MONTH END REPORT, 
KABUL, AFGHANISTAN 
 
I. BROAD ITEMS OF INTEREST TO ADVISORS AND AGENCY MANAGERS: EXBS 
activities during this reporting period included: 
 
1.(U) EXBS staff met with Afghan Border Police to discuss installing 
modular shelters on the borders, provided radiation pagers for an 
assessment by Afghan Minister of Health, inspected security for data 
system and training room at MoCI, delivered two diplomatic notes to 
the Afghan MFA, completed arrangements for four Afghan Government 
officials to attend two seminars in Turkey and Sir Lanka, delivered 
and installed metal detectors at the new Kabul International 
Airport. 
 
II. COMPLETED ACTIONS FOR REPORTING PERIOD (KABUL, AFGHANISTAN): 
 
A. Site Assessments and Meetings held during this Reporting Period. 
 
1. (U) On June 9, 2009 the EXBS staff met with Ms. Kickock from 
ISN/BEP (Biosecurity Engagement) to discuss the possibility of 
placing another Advisor in the EXBS office.  The second Advisor 
would work on Biosecurity Engagement programs as well as WMD 
programs. 
 
2. (U) On June 9, 2009 the EXBS staff met with Gerald Turcott, 
Senior Manager of Deloitte to inventory the equipment and discuss 
arrangements for delivery to MoCI. 
The Export Control and Related Border Security (EXBS) program has 
been working with the Ministry of Commerce and Industry (MoCI) to 
establish a modern Import/Export licensing system.  Bearing Point 
Management and Technology Consultants have been contracted to 
provide the equipment and training. Deloitte Consulting LLP has been 
contracted to install the equipment. The equipment was delivered to 
the Embassy early 2009. 
 
3. (U) On June 10, 2009 EXBS met with the Deputy Commander of 
Administrative Services for the Afghan Border Police, Sayed Aman 
Sadat to discuss the installation of modular border Posts for the 
Afghan MOBIT teams that will be operating in remote border 
locations.  Mr. Sadat will provide locations where these units could 
be beneficial.  The primary concern is with terrorist attacks in 
these locations. The modular units are designed to house eight to 
twelve officers. Mr.Sadat felt that the units will have to be 
expanded to accommodate more officers. 
 
4.  (U) On June 11, 2009 EXBS staff took the grant documents for 
four computers, two printers and one scanner donated to Customs at 
the Kabul International Airport. The grant documents were signed by 
Mr. Ameer Mohammad Niazi. 
 
5.  (U) On June 16, 2009 EXBS went to the Indra Gandi Hospital in 
Kabul to deliver three hand-held radiation pagers to the Director of 
Radiation Protection and Safety Department of the Afghan Ministry of 
Health, Dr. Malik.  Dr. Malik will use the pagers during an 
assessment trip to the southern border of Afghanistan/Pakistan. 
 
6.  (U) On June 18, 2009 the EXBS staff received the name of one 
participant for the UN 1540 Conference scheduled to be held in 
Colombo, Sir Lanka from June 23 - 25.  The information was passed on 
to the conference sponsors.  The conference sponsors requested three 
participants from each country but Afghanistan was only able to 
provide one candidate. 
 
7. (U) On June 18, 2009 the EXBS staff received the names of three 
participants for the Export Control Conference scheduled to be held 
in Turkey from June 21 - 23, 2009. The information was passed on to

the conference sponsors. 
 
8. (U) On June 29, 2009 the EXBS staff met with Bearing Point 
infrastructure engineer, Madhu Rao, to discuss delivery of the 
TRACKER computer equipment to the Ministry of Commerce and Industry. 
 
 
9. (U) On June 29, 2009 the EXBS staff visited the Ministry of 
Commerce and Industry (MoCI) to check out the storage room for the 
TRACKER servers and other equipment. EXBS will provide funding for 
security infrastructure and climate control in the rooms housing the 
servers.  MoCI also requested assistance with refurbishing and 
equipping a small training room.  The training room will be used to 
train computer operators assigned to the licensing department. 
 
10. (U) On July 9, 2009 EXBS delivered and installed four hand-held 
metal detectors and two walk-through metal detectors to the Kabul 
International Airport. 
 
11. (U) on July 9, 2009 EXBS drafted and delivered a diplomatic Note 
to the MFA requesting assistance with a Legislative Development 
Consultation visit scheduled for August 10 - 14, 2009.  The visit is 
at the request of the Afghan Government to have Commonwealth Trading 
Partners (CTP) follow-up on four export control workshops provide in 
2008.  CTP will assist the Afghan Government in drafting an Export 
Control Law that conforms to international standards. 
 
B. Training Conducted During Report Period. 
 
1. None 
 
C. Training Programs Pending. 
 
1. (U) EXBS has entered into an agreement with BMTF to use BMFT 
Mentors located near border crossing posts and Inland Cargo Depots 
(ICDs) as trainers on selected EXBS equipment. The trainers will 
have experience as border inspectors and knowledge on the equipment. 
 This agreement was reached because of the difficulty EXBS has in 
traveling to certain areas within Afghanistan due to the increased 
security concerns.  BMTF Mentors stationed at Islam Qualah and Towr 
Kham Border Crossing Points (BCPs) have provided training on Busters 
and assorted inspection tools.  The Mentors will train Customs and 
Border Police Officers assigned to the ports on the equipment and 
then turn the equipment over to Customs.  Like kind inspection 
equipment is being planned for the Border Police stationed at the 
BCPs.  On the more technical equipment, subject matter experts will 
be required to conduct training on the radiation and metal 
detection/identification devices.  Once a source for this training 
has been identified and the training completed, this equipment can 
be fielded immediately.  The EXBS office continues to work with 
ISN/ECC to find an acceptable source for this training.  Getting the 
equipment out to the BCPs is a top EXBS priority. 
 
 
4. (U) The Ministry of Commerce and Industry (MoCI) provided the 
Embassy with an official notice stating that they welcome the 
assistance of the Embassy and EXBS in developing a new Export 
Control Law (Strategic Goods Act).   This law, based on European 
Union (EU) models of similar laws, will incorporate control lists 
and provide the legal foundation to institutionalize controls on the 
movement of weapons of mass destruction and their precursors.  EXBS 
provided funds to translate a version of a model EU law into Dari. 
The model EU law will serve as a starting point for the MoCI to 
draft its Strategic Goods bill. Other key stake holders such as the

Ministry of Finance (Customs) and the Ministry of Foreign Affairs 
have expressed their commitments to getting this draft legislation 
completed. 
This project will build capacity for the Afghan government in the 
area of non-proliferation controls and will provide a legal 
foundation for the use of international Control Lists and Import, 
Export and Transshipment controls for the movement of Weapons of 
Mass Destruction.  The new hardware and software will automate their 
current license control system.  This effort will include a database 
that can efficiently manage licensing approvals as well as give the 
law enforcement community better visibility of the movement of all 
shipments in and out of Afghanistan.  ISN/ECC is in the process of 
scheduling this assistance.
