Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1. (SBU) Summary: Per reftel request, AIT/T contacted the end user, 
Chung Shan Institute of Science and Technology (CSIST), and visited 
the consignee, SmartStar Technology.  We confirmed the order with 
both end-user and consignee, and assess the consignee to be bona 
fide. End summary.

2. (SBU) Mr. Liao Wei-yao of the CSIST Procurement Office confirmed 
the order with SmartStar Technology for one low power divider and 
one 4-way high power combiner.  CSIST will assemble the subject 
items into a power amplifier, which will be used as laboratory 
equipment.  SmartStar has won many CSIST contracts over the past 
four years.

3. (SBU) Established in 2002 by Mr. Jack Lin and his wife, SmartStar 
has around 15 employees.  Lin showed AIT econoff the procurement 
contract between the company and CSIST for reftel equipment.  The 
contract number is XU98N16P494PE. 
 
4. (SBU) SmartStar serves as a trading company to import components. 
  CSIST has been SmartStar's only customer since 2007.  SmartStar 
stores received items in its offices until delivering them to CSIST. 
The company rents two offices on the 13th floor of a large 
commercial building.  The building has guards in the lobby at all 
hours.  Smartstar's offices are locked at all times, and require a 
fingerprint scan for entry. 
 
5. (SBU) Mr. Lin confirmed that he understands USML restrictions.
