Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

 1.  DCM delivered demarches in reftels and nonpaper in 
reftel B to Ambassador Idrissa Bayo, Director of the Americas 
division at the Ministry of Foreign Affairs (MFA).  Bayo 
thanked DCM for the demarche and pledged the Government of 
Cote d'Ivoire's support in implementing UNSCR 1874. 
Ambassador Bayo also said the MFA will forward the Treasury 
Advisory to Cote d'Ivoire's financial institutions.  Post is 
providing an informal French translation of the advisory to 
the GOCI.
