Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. Unauthorized disclosure of the information provided below is 
prohibited by Section 12C of the Export Administration Act. 
 
2. Reftel requested a post-shipment verification to determine the 
legitimacy and reliability of the end-user, Swemel Innovation 
Enterprise, Moscow, Russia. The company is listed on BIS license 
applications: D401620 as the foreign purchaser of one arbitrary 
waveform generator, with options and accessories, model no: 
AWG7102.10.0 GS/S (20 GS/S interleaved), 8/10-BIT, 32 m point, 
2-channel. This item is controlled for national security and 
anti-terrorism reasons under ECCN 3A002. The licensee is Tektronix 
Inc., 1415 SW Karl Braun Drive, Howard Vollum Park, Beaverton, OR 
97076. 
 
3. On June 10, 2009, Export Control Attach Peter Liston and LES 
Natalya Shipitsina conducted the requested post-shipment 
verification at FCS office, Bolshoy Devyatinsky pereulok 8, Moscow, 
Russia. The export control team met with Vladimir Marilovtsev, 
Director, Swemel Innovation Enterprise and Dmitry Ershov, General 
Director, Master-Tool Ltd, Swemel Group. 
 
4. Swemel Innovation Enterprise is part of the Swemel Group, and was 
established in 1998. Swemel Goup employs approximately 120 people in 
4 companies: Swemel Innovation Enterprise, Sinclit, Acti-Master and 
Master-Tool Ltd. Swemel Group has been a distributor of Tektronix 
equipment for many years. Dmitry Ershov provided the export control 
team with copies of trade magazine articles and advertisements that 
clearly indicate his companyQs relationship with Tektronix as a 
distributor of its products. Vladimir Marilovtsev stated that Swemel 
Group has an in-house compliance program in place to receive 
licensable dual use commodities from the United States. Marilovtsev 
indicated knowledge of the end use restrictions on licensable U.S 
origin dual use commodities. 
 
5. The commodity in reftel was purchased by Master-Tool Ltd for the 
end user VNIIFTRI, the Russian Scientific Institute for Physical and 
Radio Measurements.  VNIIFTRI will use the reftel commodity to 
develop and maintain standards of measurement methodology across a 
broad range of fields, including time, frequency, acoustic, radio 
and electric and magnetism. 
 
6. The export control team found that the reftel commodity is being 
used for the end use for which it was licensed, there are no 
indications of impropriety, and the consigneeQs answers were not 
evasive. 
 
7. Recommendations: Post recommends Swemel Innovation Enterprise, 
Moscow, Russia, as a reliable recipient of sensitive U.S. origin 
commodities.
