Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. Unauthorized disclosure of the information provided below is 
prohibited by Section 12C of the Export Administration Act. 
 
2. Reftel requested a post-shipment verification to determine the 
legitimacy and reliability of the end-user, NPO SP LLC, Moscow, 
Russia. The company is listed on BIS license applications: D396196 
as the ultimate consignee of one traveling wave tube, model 
no:VTU6210T1B. This item is controlled for national security, 
missile technology, nuclear nonproliferation and anti-terrorism 
reasons. The licensee is Communications & Power Industries, 811 
Hansen Way, Palo Alto, CA. 
 
3. On June 9, 2009, Export Control Attach Peter Liston and LES 
Natalya Shipitsina conducted the requested post-shipment 
verification at the offices of NPO SP LLC (Scientific Production 
Organization Svyaz Proekt LLC), Moscow, Russia. The export control 
team met with Sergey Poresh, Chief of Development Department, and 
Sergey Martanov, Technical Director. 
 
4. NPO SP LLC was created in 2004 and has 30 employees.  NPO SP LLC 
produces integrated satellite and digital television broadcasting 
systems for the Russian Federation and CIS countries. NPO SP LLC 
participates in all of the major telecommunications exhibitions in 
Russia. Sergey Martanov advised the export control team that NPO SP 
LLC imports mainly from two U.S. companies, General Dynamics and 
Communications & Power Industries.  Martanov stated that during the 
course of doing business with U.S. exporters of licensable dual use 
commodities, NPO SP LLC has become very familiar with export 
compliance procedures and requirements. 
 
5. NPO SP LLC provided the export control team with a copy of the 
purchase order for the reftel commodity. The purchase order 
indicated that the reftel commodity was purchased through their 
financial agent, IMG Ltd., 306 Victoria House, Victoria, Mahe, 
Seychelles. The terms and conditions were standard business 
practice. The purchase order shows that the end user of the 
commodity in reftel is the Intergovernmental Television & Radio 
Company MIR. 
 
6. The export control team found that the reftel commodity is being 
used for the end use for which it was licensed. The commodity was 
not at the consigneeQs facility because it had already been 
installed in the end usersQ communication system. There were no 
indications of impropriety and the consigneeQs answers were not 
evasive. 
 
7. Recommendations: Post recommends NPO SP LLC, Moscow, Russia, as a 
reliable recipient of sensitive U.S. origin commodities.
