¶6. Post plans to replace existing chain-link fence surrounding
MOR (a USG-owned residence) with a wall which is up to area
security standards. This project is truly critical because the
MOR's dilapidated, deteriorating fence would be considered
subpar in comparison with almost any other post standard, much
less critical crime rated Maseru. Within the previous year
there have been protests, murders, and other disturbances
immediately outside of the MOR's gate. Within the same
neighborhood there was an attempted assassination of the Prime
Minister at State House in late April. Additionally, there have
been a number of armed home invasions reported in Maseru
recently, including one at the DCR within the last six weeks.

¶21. This project is urgent because Mission Maseru's GSO section
is expanding in FY09 from 19 to 29 members, corresponding to
recent explosive Mission programmatic growth. The current
Maintenance Facility was constructed to house six maintenance
technicians, however, by July 2009 there will be 13. A
relatively simple and inexpensive reconfiguration of work and
storage space within the existing building will maximize space
and rationalize usage, allowing for significantly improved
efficiency within the section.

¶36. This renovation is required because the existing
office/lobby for consular operations is wholly inadequate in
terms of space and office utility. The existing consular
interview window is located inside the Chancery lobby.
Therefore, all interviews occur within earshot of Embassy
visitors. Additionally, the consular office is far too small to
adequately accommodate its own equipment and supplies. To
comply with line-of-sight supervisory requirements, the Consul

has an inadequately sized workstation and work space of less
than two square meters. Her Consular Assistant's workstation is
a PC placed on a table top restricted by the MRV and other
required consular equipment.

¶82. The chancery roof has not been had any work done in nearly
ten years. Lesotho's harsh climate has become even more
pronounced with early and inundating deluges of rainfall,
extreme temperatures outside the normal range with both early
and late frosts and summer highs far exceeding the centennial
averages. The flat concrete and asphalt roof requires a
comprehensive re-sealing to protect the integrity of our aging
building.
