¶1. (SBU) Diplomatic Note 204/02/1-1460, dated June 23, 2009, was 
received from the Ministry of Foreign Affairs, Commonwealth of 
Dominica, requesting agreement for the appointment of Hubert Charles 
as Dominica's Ambassador to the United States. 
 
¶2.  (U) The diplomatic note included Mr. Charles' curriculum vitae

- May 2007 to Present:  President Dominica State College, Stock 
Farm, Commonwealth of Dominica. 
 
The Dominica State College responsible for planning and delivery of 
instructional and outreach programmers of the island's premiere 
tertiary institution. 
 
- January 2001 to October 2006:  UNESCO Representative and Director, 
Nigeria and ECOWAS. 
 
Responsible for the development and implementation of programs 
relating to the UNESCO/Nigeria Special Agreement and the provision 
of support to the government authorities at the National and State 
levels for realization of the EFA goals. Responsible for 
establishment of strong working relations with the UN within the 
framework of the UNDAF and for liaison with the ECOWAS Secretariat 
regarding implementation of programs agreed within the framework of 
the ECOWAS/UNESCO Commission. 
 
- June 1998 to December 2000:  UNESCO Representative and Head of 
Office, Maputo, Mozambique. 
 
Responsible for coordinating and for ensuring the effective 
implementation of the UNESCO's program in the areas of Education, 
Science, Culture and Youth; for forging partnerships with United 
Nations agencies as well as with other agencies of the United 
Nations in implementing programs within UNESCO's areas of competence 
and for cooperating with other sub-regional and regional UNESCO 
offices and functionaries to ensure the effective representation of 
the organization's interests. 
 
- November 1995 to April 1998:  Educational Adviser, UNESCO 
Pretoria, South Africa. 
 
Responsible for implementation of aspects of UNESCO's approved 
program and budget which coincide with South Africa's national 
interests and priorities.  Responsible also for the establishment of 
partnerships with national and provincial education authorities, 
with universities, other educational institutions, NGOs as well as 
with UN agencies, with a view to designing and implementing 
appropriate capacity building programs in the country.

Responsible for ensuring the effective implementation of UNESCO's
