Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

ΒΆ1. (SBU) On June 17, PolOff conveyed to MFA Treaty and Law 
Department Public International Law Division Officer Wang 
Xiaolin reftel points noting U.S. concerns about the 
Coordinator's Proposal regarding the UN Comprehensive 
Convention on International Terrorism (CCIT) and requesting 
Chinese government support in maintaining a unified position 
on retaining the standard military carve-out language.  Wang 
responded that China's position had remained unchanged 
throughout the CCIT negotiations and that China hoped that 
all the parties could participate in negotiations in a 
constructive and cooperative manner.  Wang affirmed that 
China was open to considering other proposals regarding the 
CCIT as long as they were accepted by all parties.  Wang 
declined to comment specifically on military carve-out 
language elements of the CCIT.
