Understanding cables

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1. (U) This is an action request. 
 
2. (SBU) Department understands per REFTEL that AmCit David 
Tolbert plans to submit a formal application for the position 
of Registrar of the Special Tribunal for Lebanon in the 
coming days.  There is no other AmCit candidate and Tolbert 
appears well-qualified.  USUN should support Tolbert's 
candidacy with the appropriate officials in the UN 
Secretariat.  Department defers to USUN as to the appropriate 
time and level of contact.
