Understanding cables

On May 4, the Ambassador delivered reftel demarche to Deputy 
Foreign Minister Muhi al-Deen al-Dhabi.  After checking with 
the Ministry of Finance, al-Dhabi reported that Yemen has 
voted in the affirmative on Kosovo's entrance into the IMF. 
EconOff delivered reftel demarche to Abdul-Ghani al-Maqtari, 
the Director of the Office of International Organizations at 
the Ministry of Foreign Affairs.  Al-Maqtari accepted the 
points about recognizing Kosovo, and agreed to convey them to 
the appropriate ROYG officials.  While he did not have 
information on Yemen's support for Kosovo's membership in the 
IMF or World Bank, he indicated that Yemen is not prepared to 
recognize Kosovo at this time.  (COMMENT:  While Yemen is 
prepared to recognized Kosovo in a multilateral context such 
as the IMF and World Bank, it is not prepared to establish 
bilateral ties with the country at this time, according to 
al-Dhabi.  END COMMENT.)
