1.  (SBU) During a May 8 discussion of the draft Chemical 
Weapons Convention (CWC) Host Country Agreement (HCA) with 
Canada on Challenge Inspections, Department of Foreign 
Affairs and International Trade (DFAIT) CWC Canadian National 
Authority Deputy Director Louis-Philippe Sylvestre told 
pol/miloff that Canada agrees with the substantive and 
administrative changes proposed in ref a para 10, including 
point five (5), which calls for the deletion of the paragraph 
regarding managed access (III.D.).
