ΒΆ1.  (U) Post delivered reftel demarche points and documents 
encouraging the GCOB to subscribe to the Hague Code of 
Conduct Against Ballistic Missile Proliferation to Ministry 
of Foreign Affairs Deputy Permanent Secretary, and Head of 
Legal Division, Donna Knowles-Lowe May 21, pointing to the 
overwhelming support for the December 2008 UNGA resolution on 
this issue.  Mrs. Knowles was aware of the issue and 
mentioned internal deliberations after a previous year's 
demarche.  She admitted the GCOB's interest was slight and 
inquired about non-subscribers, but made no further 
substantive reply.
