Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

EconCouns April 30 delivered reftel demarche in the form of a 
non-paper to senior staff of Minister of Agriculture, Irrigation and 
Livestock, Asif Rahimi.  Staff reported back May 3 that the Minister 
supports announcement by Presidents Obama, Karzai and Zardari that 
the two trilateral bodies on food security and water management are 
being established.  Afghanistan would also support establishment of 
a third trilateral body to focus on agriculture trade corridors and 
recommends it take up issues of infrastructure development, 
institution building, and credit availability.  Ministry staff said 
such a third body could address the global potential of Afghan and 
Pakistani products.
