Understanding cables
Every cable message consists of three parts:

1.  (U) SUMMARY:  Dep/Pol/C has provided the GOI with the 
invitation letter to the Tenth International Export Control 
Conference slated to take place in Istanbul in late June. 
Mission urged that the GOI participate.  GOI interlocutors 
said they would liaise with interagency colleagues to 
determine whether Indonesia plans to participate.  END

2.  (U) Mission has informed the GOI of the upcoming 
conference in Turkey and urged Indonesia's participation. 
Dep/Pol/C provided a copy of the invitation in reftel to 
Desra Percaya, Director of International Security and 
Disarmament Affairs, and to Cicilia Rusdiharini, Deputy 
Director for North American Affairs at the Department of 
Foreign Affairs (DEPLU). We noted that the conference will be 
con-sponsored by the Turkish government. 
 
3.  (U) GOI interlocutors said they would review conference 
details and liaise with interagency colleagues to determine 
whether Indonesia would send representatives.  Mission 
underscored that the conference was focused on supporting a 
constructive dialogue regarding export controls and would 
provide an assessment of the sort of export control 
assistance available.  Delegates would discuss such matters 
as strategic trade control-related initiatives as well as 
policy, licensing and enforcement issues. 
 
4.  (U) Mission contacts report they will confirm GOI 
interest and if able, provide the names of their three 
delegates in advance of the May 27, 2009, deadline.
