(SBU) Owing to a visiting delegation, the Ministry of Foreign 
Affairs ASEAN Department declined to meet to accept the demarche in 
person.  Per retel, post communicated the requested information and 
the invitation package to the MFA via dipnote on May 20.  We will 
continue to encourage the GVN to accept the invitation and provide a 
presentation during the Biological Threat Reduction Workshop.
