Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1. (U) At 1000 hours on Tuesday, May 19, 2009, DCM convened 
an Emergency Action Committee (EAC) meeting.  Present were 
DCM, POL, MGMT, INL, RAO, LEGATT, MLE, PD, USAID, CONS, RSO, 
DAO and ODC. 
 
2. (U) The purpose of the EAC, per reftel, was to assess the 
impact on security of US government facilities and American 
citizens in Lebanon due to media attention on the recent US 
government decision not to issue previously unreleased photos 
of detainees from Abu Gharaib prison in Iraq.  EAC Beirut 
unanimously agreed that there is no information available 
suggesting an adverse impact on the security of the 
aforementioned entities based on the decision not to release 
the photos.
