Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1. (SBU) Econoff delivered reftel demarche to acting Director 
General of the Ministry of Economy and Trade (MOET) Fouad Fleifel on 
May 7.  In addition, Post sent the Special 301 report and comments 
to senior and working level contacts at the Ministries of Culture, 
Health, Finance, Justice, and Administrative Reform.  Post passed 
the information to Lebanon's customs and police departments, 
economic teams of several political parties, and MPs in parliament's 
economic and financial parliamentary committees. 
 
2. (SBU) As Lebanon is preparing for the June 7 parliamentary 
elections, Post believes that pursuing the demarche with higher 
level contacts would have a greater effect after the elections, once 
a new cabinet is in place. 
 
3. (U) Post will pass on any further GOL comments on the Special 301 
report.  Post POC is EconOff Amy Tachco (tachcoan@state.gov).
