1. (SBU) Post requests the Department's assistance in vetting, 
pursuant to the Leahy Amendment and the Foreign Assistance Act, 
the following 2 Libyan candidates for an ISN/CATR-sponsored 
Conventional Arms and Regional Security Seminar to be held in 
Rabat, Morocco April 14-15 (ref A).  POL/ECON, RSO, CONS and DAO 
conducted a search of locally-maintained files and found no 
derogatory information.  Post has requested full date-of-birth 
information but has not yet obtained it.  Post regrets the short 
notice for this request; we just received the names from the 
GOL.
