¶1. This is an Action Request. See paragraphs 2 - 4.
¶2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Post's assistance in conducting
a post-shipment check on license 050092728 for the export of
firearms to Iraq. Post is requested to complete this Blue
Lantern check within 45 days.
¶3. Reason for Request: In accordance with Section 1228 of
the National Defense Authorization Act of 2008 (NDAA), the
Department has implemented a registration and monitoring
system for defense articles provided to entities or
individual in Iraq. This Blue Lantern request is pursuant to
subsection c(2) of NDAA Section 1228, which requires a
program of end-use monitoring for all lethal defense articles
provided to such entities or individuals.
¶4. Action Request: Post is requested to work, as
appropriate, with Multi-National Security Transition Command
Iraq (MNSTC-I) Security Assistance Office (SAO) and J4
(REFTEL A) to verify the receipt and confirm the final
disposition of the lethal defense articles listed below. The
serial numbers have been provided via REFTEL B.
