Understanding cables

(SBU)  On April 16, Polcouns Craig Karp met with Moroccan 
Ministry of Foreign Affairs Director General for Multilateral 
Affairs and Ministerial Chief of Staff Nasser Bourita to 
discuss the subject of reftel diplomatic note.  Bourita told 
Polcouns that Moroccan Minister of Foreign Affairs Taieb 
Fassi Fihri had already transmitted a letter to Secretary of 
State Clinton on April 15, through the Moroccan Embassy in 
Washington, pledging Moroccan support of the United States in 
its effort to win a seat on the UN Human Rights Council 
through U.N. elections to be held on May 12th.
