Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. ΒΆ1. (SBU) Emboff delivered reftel demarche April 9 to Tuy Ry, 
Director, Department of International Organizations, Ministry of 
Foreign Affairs and International Cooperation (MFA), and delivered 
reftel talking points via diplomatic note to the MFA on April 13. 
On April 27, Tuy Ry informed Emboff that the Royal Government of 
Cambodia has not yet determined its position on our demarche, and he 
will inform the Embassy when a decision has been made.
