Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. Unauthorized disclosure of the information provided below is 
prohibited by Section 12C of the Export Administration Act. 
 
2. Reftel requested a post-shipment verification to determine the 
legitimacy and reliability of the end-user, RTSoft Co., Moscow, 
Russia. The company is listed on BIS license applications: NLR as 
the ultimate consignee of one programmable controller and related 
parts and equipment, and transmission equipment. These items are 
controlled for anti-terrorism reasons under ECCN 5A991. The licensee 
is GE Fanuc Embedded Systems, 12090 South Memorial Parkway, 
Huntsville, AL 35803. 
 
3. On March 31, 2009, Export Control Attach Peter Liston and LES 
Natalya Shipitsina conducted the requested post-shipment 
verification at the offices of RTSoft Co., 3, Nikitinskaya Street, 
Moscow, Russia. The export control team met with Alexey Rybakov, 
Technical Director and Nadezhda Sosedko, Manager of Sales 
Coordination. 
 
4. RTSoft is a closed joint stock company founded in 1992 as a 
computer engineering services company.  RTSoft specializes in 
systems integration, and works with a variety of industrial, 
manufacturing and government clients. The current direction of the 
company is towards embedded computer technologies and industrial 
automation, control and information solutions. 
 
5. Alexey Rybakov provided the export control team with a copy of 
the GE Fanuc Export Form which identifies the ultimate end user of 
the reftel commodity as SKB KP IKI RAN, located at 33 Gorkogo 
Street, Tarusa (Kaluzhskiy Region), Russia  249100. The point of 
contact at SKB KP IKI RAN is Davydov Viktor Aleksandrovich. The form 
states that the reftel commodity will be used for auxiliary 
subsystems for QElectronic BirdQ integration bench for RRJ for 
Sukhoi Civil Aviation Company. The Export Form will be placed in the 
PSV file. 
 
6. The export control team found no indications of impropriety 
during the end use check with RTSoft. The consigneeQs answers were 
not evasive, and they provided the end user and end use information 
as requested in reftel. 
 
7. Recommendations: Post recommends RTSoft Co., Moscow, Russia, as a 
reliable recipient of sensitive U.S. origin commodities.
