Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. Unauthorized disclosure of the information provided below is 
prohibited by Section 12C of the Export Administration Act. 
 
2. Reftel requested post-shipment verifications to determine the 
legitimacy and reliability of the end-users, Insys Corporation, 
Moscow and Tores, Moscow, Russia. 
 
3. Insys Corporation is listed on BIS license application: NLR as 
the ultimate consignee of 30 gain block amplifiers, 11 integrated 
circuits, DC-2.5hz V SP8T QSOP24 SMT PKG circuits, 292 integrated 
circuits SP6T positive bias switches, 140 integrated circuits SP4T 
positive bias switch DCQs, 10 integrated circuits SMT frequency 
doublers, 10 SP8T switch nonreflective DCQs, 50 integrated circuits 
prescaler electronic devices and components, 120 integrated circuits 
prescaler DIV4 SOT26, electronic devices and components, 63 
integrated circuits prescaler DIV2 SOT26, 10 integrated circuits 
prescaler SIGE DIV4 electronic devices and components, 150 
integrated circuits MSOP switches, 190 integrated circuits SPDT 
switch DCQs. These items are controlled for national security, 
anti-terrorism, missile technology and nuclear nonproliferation

switch GAAS MMIC, 20 integrated circuit digital attenuators, 300 
integrated circuit SP4T switch DC unmounted, 50 integrated circuit 
counter LPCC electronic devices and components, 50 integrated 
circuit SMT double balanced mixers, 10 integrated circuit digital 
phase detector electronic devices and components, 10 integrated 
circuit SPDT switch DC, 10 integrated circuit MSOP SPDT switch DC, 
and 10 integrated circuit SMT double-balanced mixers.  These items 
are controlled for national security, anti-terrorism, missile 
technology and nuclear nonproliferation reasons under ECCN 3A001. 
The licensee is Hittite Microwave Corporation, 20 Alpha Road, 
Chelmsford, MA 01824. 
 
5. On April 4, 2009 Moscow Export Control Assistant LES Natalya 
Shipitsina spoke with Tores Sales Manager and point of contact (POC) 
Mikhail Bogdanov and requested a meeting to conduct the requested 
end use check.  LES Natalya Shipitsina advised Bogdanov that the 
reftel commodity is subject to end use verification by the 
Department of Commerce, Bureau of Industry and Security (BIS). 
Bogdanov refused to meet with the Moscow export control team, 
stating that the reftel commodity was bought for a pilot project, 
which due to the financial crisis did not go further.  Bogdanov also 
stated that Tores is located in a restricted access area.  LES 
Natalya Shipitsina offered to host the end use check meeting at the 
BIS office, to which Bogdanov refused. 
 
6. On April 9, 2009, Export Control Attach Peter Liston and LES 
Natalya Shipitsina conducted the requested post-shipment 
verification at the offices of Insys Corporation, Varshavskoe 
Shosse, Blvd.125, Moscow, Russia. The export control team met with 
Ruslan Zubarev, General Director. 
 
7. Insys Corporation is a closed joint stock company established 
more than 20 years ago by three engineers.  The company has 60 
employees.  The company originally established themselves in the 
field of developing tools for micro processors.  Insys Corporation 
now specializes in digital signal processing models, and is one of 
the leading companies in Russia in this field.  Insys Corporation 
sells their products only in the commercial market in Russia.  In 
addition to the reftel commodities, Insys Corporation has been 
importing similar commodities from Texas Instruments and Analog 
Devices for years.  Insys Corporation was the subject of previous 
positive BIS end use check in 1996. 
 
8. The export control team found no indications of impropriety 
during the end use check at Insys Corporation.  Ruslan Zubarev 
answers were not evasive.  The Moscow export control team was 
allowed full access to Insys Corporation facilities and found it to 
be a full functioning business producing products for which the 
reftel commodity was licensed. 
 
9. Recommendations: Post recommends Insys Corporation, Moscow, 
Russia, as a reliable recipient of sensitive U.S. origin 
commodities.  Post does NOT/NOT recommend Tores as a reliable 
recipient of sensitive U.S. origin commodities.
