Understanding cables
Every cable message consists of three parts:

Ministry of Foreign Relations (MINREX) Americas Division 
Director Renee Morales.  Morales said she would pass the 
dipnote and "pledges" document to the MINREX International 
Affairs Divison.  Morales made no other substantive comment 
on the issue.
