Understanding cables

Discussing cables
If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol).  1. Econoff delivered reftel talking points to Nicaraguan 
Ministry of Foreign Relations (MINREX) desk officer for the 
Americas, Renee Morales.  Morales promised to pass the 
information to her superiors, but gave no feedback on the 
substance of the proposed partnership. She was unaware of the 
final makeup of the Nicaraguan delegation to the April 17-19 
Summit of the Americas. 
 
2. Econoff also informed the Nicaraguan Ministry of Energy of 
the proposed Energy and Climate Partnership of the Americas 
and requested a meeting to convey reftel points.  To date, 
the Ministry has not responded to the meeting request or 
Partnership proposal.
