Understanding cables
Every cable message consists of three parts:

ΒΆ1.  (U) Embassy delivered reftel demarche to the Ministry of 
Foreign Affairs on April 29.  Yaroslav Brisiuk, head of the 
MFA's U.S.-Canada Division, told us that the MFA would review 
our request for VAT exemption for official purchases in 
support of the Sea Breeze and Rapid Trident exercises and 
forward the non-paper to the Ministry of Defense and Ministry 
of Finance.  Embassy has also raised the matter directly with 
the Ministry of Defense.  Embassy will follow up on any 
official GOU response.
