Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

Discussing cables
If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1.  USINT Havana warmly welcomes and grants country clearance 
to the commissioners and staff of the U.S. Commission on 
International Religious Freedom.  Control officer for the 
visit will be Political-Economic Section Chief Jim Benson 
(e-mail: BensonJ@state.gov, Office phone: 53-7-836-4039, Cell 
phone: 53-5-286-7814).  Reservations have been made at the 
Hotel Nacional (daily rate $63.00, breakfast included). 
USINT will meet and transport the delegation upon arrival. 
However, USINT personnel are not permitted to enter the 
airport arrival area, so contact will be made curbside 
outside the baggage area.  USINT will provide local mobile 
phones as requested reftel. 
 
2.  An itinerary for the visit is being developed at this 
time and will be transmitted ASAP.  Scenesetter and guidance
