¶1. (SBU) Summary: In response to Ref A request for 
information on amounts and sources of contributions for the 
Special Court for Sierra Leone (SCSL), the Court's Liaison 
Office provided up-to-date figures. In sum, the United States 
has contributed a total of USD 60,399,000 to date, amounting 
to 36.42 per cent of the Special Court's budget.  If one 
factors in the 2005/2006 UN subvention grant, the total U.S. 
contributions amount to USD 66,539,968.76 for a total 
percentage of 34.34 percent. End Summary. 
 
¶2. (SBU) The SCSL has received a total of USD 165,833,864.13 
to date from 50 states and the European Commission for 
principal Court functions. The U.S. has directly contributed 
USD 60,399,000 to the Court's operating budget, or 36.42 per 
cent, the United Kingdom contributed USD 33,435,940 or 20.16 
per cent, The Netherlands contributed USD 24,499,843 or 14.77 
per cent and Canada contributed USD 14,652,248 or 8.84 per 
cent. Contributions from the U.S., the UK, The Netherlands 
and Canada make up about 80 per cent of all voluntary 
contributions received by the Court to date. 
 
¶3. (U) Other contributors and percentages include: Germany at 
USD 5,687,760 or 3.43 per cent of the Court's total operating 
expenses; Ireland at USD 3,999,955 or 2.41 per cent; the 
European Commission contributed USD 3,826,475 or 2.31 per 
cent; Sweden at USD 3,360,649 or 2.03 per cent; Norway at USD 
3,217,325 or 1.94 per cent; and France at USD 2,581,500 or 
1.56 per cent. The spreadsheet attached to Ref B shows 
smaller contributions from other states. 
 
¶4. (SBU) The spreadsheet attached to Ref B also shows in-kind 
contributions from states and public donors in the form of 
personnel, furniture and support for activities related to 
the Court but not part of its operating budget and thus not 
reflected in the figures above. 
 
¶5. (SBU) The SCSL received several installments of a UN 
subvention grant in 2005 and 2006 totaling USD 27,913,494.37 
from the Special Political Missions budget. The U.S. share of 
this UN contribution was 22 per cent or USD 6,140,968.76. 
Factoring in this UN subvention grant, the total funding for 
the Court's budget totals USD 193,747,358.50, and the total 
U.S. contribution totals 66,539,968.76 USD or 34.34 per cent. 
This amount does not include the USD 9 million included in 
the FY 09 omnibus recently enacted by Congress but not yet 
given to the Special Court.
