¶1.  Per reftel, Embassy Belgrade's 2008 End Use Monitoring Report 
follows. 
 
¶2.  PROCEDURES 
 
¶A.  Inventory Management

Inventory System: 
ICITAP does not use and automated inventory system to record and 
track the distribution of resources provided to host government 
agencies.  Instead, detailed records on donated equipment i.e., 
specification, serial numbers, dates of hand-over, etc., are used. 
Transfer documents, designed and approved by the Serbian Ministry of 
Interior and the Embassy, are also used in support of this report. 
 
Staff member EUM Responsibilities: 
ICITAP used personal on-site inspection to monitor the end use of 
this equipment.  Two project advisors and a program assistant 
participated in the process.  The program assistant developed a 
detailed list of specifications for the donated equipment.  The 
Advisors visited the offices to inspect the equipment and its 
designated use.  Customs clearance conducted by the recipient's 
representative with ICITAP's assistance.  There have been no changes 
in ICITAP's staff and End Use Monitoring responsibilities from 
¶2007.

Serbian Ministry of Interior, i.e. Service for Combating Organized 
Crime (Forensics) and Service for Investigating War Crimes were the 
recipients in CY2006. 
 
Serbian Ministry of Interior, i.e. Service for Investigating War 
Crimes and Special Antiterrorist Unit (SAJ) were the recipients in 
CY2007. 
 
Serbian Ministry of Interior, Anti-Terrorist Unit (SAJ) and Service 
for Investigation War Crimes were the recipient in CY2008. 
 
Heads of all Departments fully cooperated in the EUM process.

The Agreements on Donation, protocols and/or receipts (2005-2008) 
were signed by appropriate parties from both Serbian Ministry of 
Interior and Embassy/ICITAP.

Volkswagen transporter van (Forensic Unit in 2006), one Command 
vehicle Mercedes-Benz SPRINTER 413 CDI (Antiterrorism Unit in 2007) 
and two Skoda Fabia vehicles 1.2 Cook Edition, 47 KW (Service for 
Investigation War Crimes in 2007). 
 
 
b) One Zodiac Special Forces Boat was donated to Serbian Police in

c) - 133 units of specialized surveillance equipment were donated to 
the Surveillance Unit within the Service for Combating Organized

- 12 units of clothing were donated to the Surveillance Unit within 
the Service for Combating Organized Crime: Supermoto Blouson XXL,

XL, EXC Kidney Belt XL, Competition Pro Helmet CL/62, HEQ Rain 
Jacket XL/62, HEQ Rain Pants, Adventure Pants XXL/38; CY2005. 
 
- 15 units of computer forensic equipment were donated to the 
Operational Technique Department (Forensics): Forensic Recovery of 
Evidence Device, Modular (FREDM),  Forensic Recovery of Evidence 
Device (die), the Ultimate Toolkit (Access Data Software), Paraben 
Forensic Replicator, Paraben Forensic Sorter, Paraben Forensic 
Network E-mail Examiner, Paraben Forensic E-mail Examiner, Paraben 
Forensic Enterprise Decryption Collection, Paraben Forensic Text 
Searcher,  Paraben Forensic PDA Seizure, Paraben Forensic Cell

Monitor Flatron; CY2006-2008 
 
¶B.  Location: The motorcycles were handed over to the Surveillance 
Unit in Bulevar Avnoja St. 104, Belgrade. 
 
The transporter van was donated to the Forensic Unit in Belgrade, 
Kneza Milosa St. 101. 
 
The Command Vehicle and the boat were donated to the Special 
Anti-terrorist Unit in Batajnica, a police base near Belgrade. 
 
Miscellaneous above-mentioned surveillance, forensic, computer and 
communication equipment was donated in Bulevar Avnoja St. 104 and 
Kneza Milosa St. 101 in Belgrade. 
 
¶C.  Use: From CY2005-2008 the motorcycles were used in numerous 
occasions in intercepting organized crime activities. 
 
From CY2006-2008 the forensic transporter van was used in numerous 
occasions of collecting and preserving evidence from crime scenes. 
 
The command vehicle was used on several occasions of intercepting 
high-profile organized crime activities. 
 
The boat was used on several occasions to intercept organized crime 
channels and in rescue/recovery missions. 
 
All miscellaneous equipment had been in constant use since its 
donation.

crimes and organized crime.

¶D.  Surveillance Equipment:  The equipment expanded capacities of 
the Service for Combating Organized Crime resulting in interception, 
apprehension and prosecution of organized crime suspects. 
¶E.  Vessels: The Zodiac Speed Boat was used in anti-organized crime 
actions resulting in apprehensions of criminals; the boat was also 
used in underwater body recovery. 
¶F.  Laboratory Equipment: The Computer forensic equipment increased 
capacities in combating cybercrimes.

¶H.  Vehicles: The donated vehicles increased capacities of Service 
for Investigating War Crimes, Forensic Unit and Anti-terrorist Unit 
resulting in apprehensions and prosecutions of criminals.

Service for Investigating War Crimes regarding data 
storage/management, resulting in better document support of cases.
