Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1. On April 29, PolOff joined Arjen van den Berg, Political 
Counselor at the Dutch Embassy in Beijing, and Andrey 
Chernyshov, Second Secretary at the Russian Embassy in 
Beijing, to present the proposed agenda for the June 16-17 
2009 Global Initiative to Combat Nuclear Terrorism (GICNT) 
Plenary Meeting in the Hague to MFA Arms Control and 
Disarmament Department Nuclear Division Deputy Director Zhang 
Shen.  Zhang confirmed China would participate and said that 
MFA Director General for Arms Control and Disarmament Cheng 
Jingye was considering leading the Chinese "interagency 
delegation" to the Plenary Meeting. 
 
2. Van den Berg invited China to provide a ten minute 
presentation at the Plenary on China's best practices and 
lessons learned in its efforts to prevent nuclear terrorism 
during the 2008 Beijing Summer Olympics.  Zhang said China 
would "seriously consider" this "very interesting" 
suggestion.
