Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. (SBU) Embassy delivered reftel demarche on China's Postal Law to 
China's Ministry of Foreign Affairs (MFA) on April 22 in the form of 
a letter from Charge d'Affaires Daniel Piccuta to Assistant Minister 
LIU Jieyi.  Liu, the most appropriate interlocutor, and the next 
lowest appropriate interlocutor are both on travel.  MFA's U.S. 
Division confirmed receipt of the letter and stated that it would 
ensure the message is conveyed promptly to the appropriate 
officials. 
 
2.  (SBU) Embassy separately faxed to both the National People's 
Congress (NPC) and the Ministry of Commerce (MOFCOM) copies of the 
letter under cover letters from Econ Mincouns.  Post will follow up 
to ensure that the message is conveyed to the appropriate officials 
in the MFA and NPC.
