Understanding cables
Every cable message consists of three parts:

AND IDF ATTACKS, EXTORTION, TIES TO AL QAEDA IN IRAQ AND COLLUSION 
WITH THE TERRORIST NETWORK JAYSH AL ISLAMI.

INTERVENTION FORCE; ACCUSED OF KILLING 70 PEOPLE IN THE ARAB JUBUR 
AREA OF BABIL PROVINCE, NORTHEAST OF THE CITY OF HILLA.

AKA: WASEM AL-DELAEMA 
DOB: 1972 
JUSTIFICATION: IRAQI-DUTCH DUAL CITIZEN PLEADED GUILTY IN US COURT 
TO CONSPIRING TO KILL AMERICAN TROOPS.  SENTENCED TO 25 YEAR PRISON 
TERM TO BE SERVED IN THE NETHERLANDS WHERE A JUDGE MAY AMEND HIS 
SENTENCE.  ADMITTED TO ENTERING IRAQ IN 2003 TO JOIN MUJAHIDEEN AL 
FALLUJAH WHICH DEPLOYED ROADSIDE BOMBS AGAINST US TROOPS.
