Understanding cables
Every cable message consists of three parts:

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). We passed ref B points to the Head of the MFA's Human Rights 
Department, Yonca Ozceri, on April 10 and delivered the 
diplomatic note on April 15, as requested in ref A.  Ozceri 
was pleased to hear of the USG's reengagement on human rights 
in the UN and welcomed our candidacy for the Human Rights 
Council.  She also acknowledged that the Human Rights Council 
was in need of reform and believed the USG would be able to 
push for same.  Finally, Ozceri said she would advocate for 
GOT support for the USG's candidacy.
