1. (SBU) This is an action request cable.  See paragraph 3. 
 
2. (SBU) Post previously submitted a vetting request for 
Afghan participants in the NATO-Russia Counter-narcotics 
training to be held in Russia March 10-25, 2009. (reftel) 
Post has received further identifying information on the 
participants which we are providing in this message. 
 
3. (SBU) ACTION REQUEST: Post requests the appropriate 
vetting be conducted on the proposed list of participants in 
paragraph 4 pursuant to the Leahy Amendment.  No U.S. 
trainers will participate, but the U.S. funds the program. 
Post further requests this vetting be expedited.
