1. This is an Action Request. See paragraphs 2 - 4. 
 
2. The Department's Office of Defense Trade Controls 
Compliance (PM/DTCC) requests Posts' assistance in conducting 
a post-shipment check on license 050109444 for the export of 
aircraft parts to India. Posts are requested to complete this 
Blue Lantern check within 45 days. Lack of response to a Blue 
Lantern check will affect pending and future licenses 
involving parties to this license. 
 
3. Reason for Request: This request is to verify that the Air 
Force of India received the aircraft parts listed below. This 
request is also to establish the bona fides of the foreign 
intermediate consignee and foreign consignee. Both are listed 
on the license as having the same address in Bangalore, but 
the purchase order from the foreign consignee lists an 
Israeli address. 
 
4. Action Request Post New Delhi: 
 
Post New Delhi is requested to verify that the end-user 
received the aircraft parts listed below by making 
appropriate inquiries to the Air Force of India. Post is also 
requested to establish the bona fides of foreign consignee, 
Sudarrshan Technical Services, by making appropriate 
inquiries to representatives of the company. The foreign 
consignee and foreign intermediate consignee, Scope Metal 
Group, are listed on the license as having the same address 
in Bangalore, but the purchase order lists Scope Metals Group 
as having an Israeli address. The following points are 
included for guidance:

--Can you confirm the order of the aircraft parts listed on 
this license (Contract # AES/STS/031/07-08)? Did you receive 
all the parts listed below? 
 
(To Sudarrshan Technical Services) 
 
--What is your relationship with Scope Metals Group? What are 
the terms of the agreement between you and Scope Metal Group 
in this transaction? What role is Scope Metal Group playing 
in this transaction? What role is your company playing in 
this transaction? Did you pay the Scope Metals Group any fees 
or commissions for its services in this transaction? Did you 
receive any fees or commissions for your services in this 
transaction? 
 
--Why does your company and Scope Metals Group share an 
address in Bangalore on this export license? 
 
--Did your company ever retain physical possession of the 
items listed below? Are you familiar with the regulations 
governing the import of U.S.-origin defense articles, 
including restrictions on re-transfer or re-export? 
 
In its reply, Post is encouraged to comment on any 
information pertinent to this transaction such as security of 
facilities, end-use, and concerns about the entities involved. 
 
Action Request Post Tel Aviv: 
 
Post Tel Aviv is requested to establish the bona fides of 
foreign intermediate consignee Scope Metals Group LTD by 
making appropriate inquiries to representatives of the 
companies. Post is requested to determine why the company is 
listed as having an Indian address on the license while the 
purchase order lists the company as having an Israeli 
address. The following points are included for guidance:

Scope Metals Group is buying the commodities for supply to

aircrafts.
