Understanding cables
Every cable message consists of three parts:

1. In response to reftel demarche, the GOCR sent a diplomatic 
note, dated January 19, proposing an exchange of support for 
the U.S. candidacy to the World Health Organization's (WHO's) 
Executive Board and the Costa Rican candidate for Deputy 
Director General of the International Organization for 
Migration (IOM), Laura Thompson Chacon.  The WHO election 
will be held in September 2009 in Washington; the IOM 
election will be held in June 2009 in Geneva. 
 
2. Post is well aware that U.S. policy is not to promise such 
exchanges, and we will inform the MFA accordingly unless the 
Department advises otherwise.
