Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1. (SBU)  On March 16, A/Polcouns David O'Connor encouraged 
Morocco to attend the Global Initiative for Combating Nuclear 
Terrorism (GICNT) workshop entitled "Current Progress in 
Detecting and Responding to the Illicit Transport and 
Trafficking of Nuclear and Radioactive Materials" (April 
14-15, 2009) and an accompanying GICNT Exercise Planning 
Group meeting (April 16) in Seoul, Korea, per reftel request. 
 A/Polcouns delivered reftel demarche jointly with Russian 
Embassy Minister Counselor Alexandre Koudryachov and Korean 
Embassy First Secretary for Political and Cultural Affairs 
Jin Dong Kim to Moroccan Ministry of Foreign Affairs (MFA) 
Security and Disarmament Office Chief Bouchrib El Oumni. 
 
2. (SBU)  While El Oumni could not commit during the meeting, 
MFA's United Nations Office Chief Azzedine Farhane confirmed, 
later that day, that the GOM would attend both events in 
Seoul.
