SUBJECT: US EMBASSY QUITO REQUEST FOR DVC TO SUPPORT THE SUMMIT OF 
THE AMERICAS 
 
A. PROGRAM DESCRIPTION: 
1.  Post would like to request a Digital Video Conference (DVC) to 
support U.S. Mission Ecuador's outreach efforts to support the 
Summit of the Americas.  The DVC will cover topics including the 
Summit process, energy security, human prosperity, environmental 
sustainability, and a discussion on expected results from the 2009 
Summit.  END SUMMARY. 
 
B. TIME FRAME AND NUMBER OF PROGRAM DATES: 
2. Proposed program date will fall between  April 3-7, 2009.  There 
will be 1 program date with 1 speaker.  Recommended time is TBD. 
 
C. PURPOSE OF THE PROGRAM: 
3. The Mission is trying to promote awareness of the benefits of the 
Summit of the Americas to average citizens, scholars, journalists, 
and government officials in Quito.  This DVC will allow the Embassy 
to gather key audiences to hear and engage the speaker.  The 
proposed speakers for the program are Amb. Hector Morales (first 
choice) or John Maisto, former U.S. Ambassador to the Organization 
of American States. 
 
 
4. The MSP goal to be addressed is Promote Democracy and Good 
Governance. The target audiences will benefit by learning more about 
Summit implementations and what the U.S. is saying about the 
upcoming Summit. 
 
D. AUDIENCE: 
5. The DVC will be offered to Ecuadorian academics, NGO 
representatives, government officials and journalists. 
 
E. PROPOSED TOPICS AND NATURE OF EVENTS: 
6. A) Energy Security; B) Human Prosperity; and C) Environmental 
Sustainability; D) the Summit as a Process; and E) Various other 
Summit-related topics.
