Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1.  (U) In response to reftels, Department of Foreign Affairs 
and International Trade (DFAIT) Deputy Director for 
Non-proliferation Karen Garner confirmed to pol/miloff on 
March 2 that PermRep in Geneva Marius Grinius will lead the 
Canadian delegation to the May 2009 Non-proliferation Treaty 
(NPT) PrepCom.  Garner also noted that Grinius will head 
Canada's delegation to the Centre for Non-proliferation 
Studies' Workshop on the NPT in Annecy, France on March 13-14.
