Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. 1. Unauthorized disclosure of the information provided below is 
prohibited by Section 12C of the Export Administration Act. 
 
2. Reftel requested a pre-license check to determine the legitimacy 
and reliability of the end-user, JSC Lit Phonon, Moscow, Russia. The 
company is listed on BIS license application D411085 as the ultimate 
consignee of an HFORS (high frequency for random software) 
electrodynamics vibration testing system. This item is controlled 
for non-proliferation and missile technology reasons under ECCN 
2D101. The licensee is Vibration Research Corporation, 2385 Wilshere 
Drive, Suite A, Jenison, MI 49428. 
 
3. On February 25, 2009, LES Natalya Shipitsina spoke with JSC Lit 
Phonon POC Vladimir Shouvalov, who stated that his company did not 
place an order for the Vibration Research corporationQs HFORS (high 
frequency for random software) electrodynamics vibration testing 
system.  Shouvalov refused LES ShipitsinaQs request for a meeting 
with the Export Control Team. 
 
4. On March 12, 2009, LES Shipitsina received a telephone call from 
Aleksey Kisin, the POC with NFP Dipol Company, the intermediate 
consignee in reftel.  Kisin stated that he spoke with JSC Lit Phonon 
and tried to arrange a meeting for the Export Control Team but was 
unsuccessful. 
 
5. Recommendations: Post does not/not recommend JSC Lit Phonon, 
Moscow, Russia, as reliable recipients of sensitive U.S. origin 
commodities.
