Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. Unauthorized disclosure of the information provided below is 
prohibited by Section 12C of the Export Administration Act. 
 
2. Reftel requested a pre-license check to determine the legitimacy 
and reliability of the end-user, CJSC Scientifically Manufacturing, 
SALUT 27, Nizhniy Novgorod, Russia. The company is listed on BIS 
license application D410767 as the ultimate consignee of a PSA 
Spectrum Analyzer, a PSG analog signal generator, a frequency range 
from 250 KHz to 50 GHz, a PNA-L network analyzer, and a 10 MHZ to 50 
GHz 2 port. These items are controlled for national security and 
anti-terrorism reasons under ECCN 3A002, 3A002.C.2, 3A002.D.2, and 
3A002.E. The licensee is Agilent Technologies, Inc., 1666 K Street, 
N.W., Suite 420, Washington, DC  20006. 
 
3. On March 4, 2009, Export Control Attache Peter Liston and LES 
Natalya Shipitsina met with Alexander Bykadorov, General Director of 
CJSC Scientifically Manufacturing, SALUT 27, at his office located 
at 29 Korolenko Street, Nizhniy Novgorod, Russia. 
 
4.  CJSC Scientifically Manufacturing, SALUT 27 QSALUT 27Q was 
established in 1997 as a radio and electronic equipment manufacturer 
for scientific research. SALUT 27 has approximately 400 employees 
located in three separate facilities in Nizhniy Novgorod, Russia. 
SALUT 27 is a privately held, joint stock company. 
 
5. According to Alexander Bykadorov, SALUT 27 will use the reftel 
commodity at their facility associated with the Nizhniygorodskiy 
State University. Bykadorov stated that the commodity will be used 
for complex analysis of characteristics of microwave devices 
developed by SALUT 27. The network analyzer will be used to 
determine an estimation of characteristics of microwave power 
amplifiers and filters to be used in sections of weather radars and 
other receiver-transmitter systems. 
 
6.  The export control team advised Bykadorov of the export 
restrictions associated with the reftel commodity. Bykadorov 
acknowledged the restrictions placed on the reftel commodity and 
advised that he had been made aware of the export controls on 
sensitive U.S. origin technology when SALUT 27 had been visited by 
an ECO approximately 6 years earlier. Bykadorov also stated that no 
foreign students will have access to the reftel commodity. He stated 
that SALUT 27 does not conduct research for any military 
organization. 
 
7.  SALUT 27 has the technical and commercial sophistication for the 
reftel commodity. SALUT 27 has a legitimate need and a legitimate 
end use also. 
 
8. Recommendations: Post does recommend CJSC Scientifically 
Manufacturing, Nizhniy Novgorod, Russia, as reliable recipients of 
sensitive U.S. origin commodities.
