CONSERVATION OVERSIGHT COMMITTEE 
 
1.  This is an action cable, see paragraph 4. 
 
2.  Post anticipates concluding a Tropical Forest Conservation Act 
Agreement with the GOI soon.  As a part of this process, Post 
nominates Walter North, USAID Mission Director, as the Voting Member 
of the Oversight Committee that will be created to oversee the 
administration of debt-for-nature swap funds.  As a result of the 
debt-for-nature swap, the GOI will redirect $19.6 million in loan 
payments into a forest conservation grants program.  The 
seven-member Oversight Committee will comprise of USG, GOI, and NGO 
representatives. 
 
3.  Post nominates Alfred Nakatsuma, Director of the Office of 
Environment, and Valerie Santos, Program Advisor, as Alternate 
Voting Members. 
 
4.  Action Request: Please confirm Post's nomination.  It is 
understood that service by Mr. North, Mr. Nakatsuma, or Ms. Santos 
on the Oversight Committee is subject to the advance review and 
determination of a USAID ethics official and, as may be required, 
other USAID approval(s).
