Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

Discussing cables
If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1. (SBU) Charge delivered ref A and B paper and points to 
Peter Burian, Slovakia's Ambassador to the United States, 
during a meeting in Bratislava on March 27. Poloff delivered 
ref A paper and points to Lucia Marcisiakova, Afghanistan 
Coordinator in MFA's Security Policy Department on March 27; 
and by email to Major Peter Sliacky, GS J3 at the Slovak MoD 
on March 30. We have also passed copies to both President 
Gasparovic's and Prime Minister Fico's foreign policy 
advisors. 
 
2. (SBU) All interlocutors appreciated the direct 
communication and consultations that went into the 
Afghanistan Pakistan Strategic Review, but none offered any 
detailed comments. Marcisiakova included the White Paper in 
Foreign Minister Lajcak's briefing book ahead of the March 30 
conference on Afghanistan in the Hague. Marcisiakova said the 
results of the review were expected and appreciated.
