Viewing cable 09BOGOTA851, REQUEST FOR DVC TO SUPPORT THE SUMMIT OF THE AMERICAS

If you are new to these pages, please read an introduction on the structure of a cable as well as how to discuss them with others. See also the FAQs

Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.
To understand the justification used for the classification of each cable, please use this WikiSource article as reference.

Discussing cables

SUBJECT: REQUEST FOR DVC TO SUPPORT THE SUMMIT OF THE AMERICAS

A. PROGRAM DESCRIPTION:
1. Post would like to request a Digital Video Conference (DVC) to
support WHA/PDA's outreach efforts to support the Summit of the
Americas. The DVC will cover topics including the Summit process,
energy security, human prosperity, environmental sustainability, and
a discussion on expected results from the 2009 Summit. END
SUMMARY.

B. TIME FRAME AND NUMBER OF PROGRAM DATES:
2. Proposed program dates will fall between March 23 and April 10,
2009. There will be 3 separate program dates with 3 different
speakers. Post requests that this DVC not be programmed for March
23, April 9 or April 10, as these are host national holidays. Post
preference would be during the first week of April.

C. PURPOSE OF THE PROGRAM:
3. WHA/PDA and WHA PA Sections are trying to promote awareness of
the benefits of the Summit of the Americas to average citizens,
scholars, journalists, and government officials throughout the
region. This DVC will allow Posts to gather key audiences to hear
and engage speakers with Summit expertise, stemming either from
their time in academia or past roles as official Summit coordinators
for the Department of State. The proposed speakers for the program
are John Maisto, former U.S. Ambassador to the Organization of
American States; Peter Hakim, President of the Inter-American
Dialogue; and Richard Feinberg, Professor of International Political
Economy at the University of California at San Diego.

4. The MSP goal to be addressed is Public Diplomacy: Communicating
Democracy, Prosperity and Security. The target audiences will
benefit by learning more about Summit implementations and what the
U.S. academic and NGO communities are saying about the upcoming
Summit.

D. AUDIENCE:
5. The DVC will be offered to foreign academics, NGO
representatives, and journalists.

E. PROPOSED TOPICS AND NATURE OF EVENTS:
6. Human Prosperity

F. TYPE OR NAME OF SPECIALIST REQUIRED:
7. John Maisto, former U.S. Ambassador to the Organization of
American States, or Peter Hakim, President of the Inter-American
Dialogue.
